I agree with the first answer……but in the U.S.
the order is something like this:
(1) Carnegie Mellon in Pittsburgh
(2) Stanford
(3) MIT
(4) U.C. Berkeley
(5) ….I am not completely sure but it could be either Harvard or Georgia Tech. (maybe?)
I am aware that there are many outstanding Universities in India–but I am unsure as to rankings
Germany has many outstanding Universities.
You can get your Doctoral pr Phd computer science degree online too. Just apply at any top accrtedited online university and study from home.

I believe so but not quite sure as computer science is a very generalized word to describe the art of computers, you may be able to get a PHD with a major declared as computer science but your expertise will be more specific or more narrow and specialized towards a certain field within computers
